A paused WhatsApp status
When Dial temporarily pauses WhatsApp sending on a line, its whatsapp.status now reports paused instead of staying ready, and you get a number.status_changed event for it. When sending resumes, the status returns to ready with a second event. Previously the line kept reporting ready while sends failed with 503 whatsapp_unavailable, and nothing told you when they would start working again.
A paused line still receives WhatsApp, so whatsapp stays in capabilities; its number folds to degraded until the pause ends, and error carries a short reason you can show. A pause applies per line, so you receive one event per affected number. If you branch on whatsapp.status, treat paused as “don’t send on WhatsApp until the next event moves it back to ready” rather than as a failure. See WhatsApp.
